It looks more WWI than 1920's to me but it could very well be later.

It looks similar to the one above which is WWI but I'm really not sure. It is 20th Century either way so...
The gentleman (can we call him that?) who is modeling distracts me a lot from the garment. He looks like a sad viking in the wrong century! Aside from that it is an interesting garment, though.

He was told he couldn't play with the other Norse going a-viking until he spun around in the rubber cape a few times for his portrait. ;-)
