This is a place for any extant garments in private collections from about 1941 back. There is no beginning date. The only rule is that it can't be currently in a museum and must be before the bombing of Pearl Harbor. I mostly post items I've seen on ebay, etsy, or other auction sites so we will continue to have a record of them for research purposes. Late 1860's/Early 1870's Summer Bustle Dress
From the seller:
A gossamer 1865-1870 brown and blue printed one piece dress. The sheer fabric has a small blue floral print. The neckline is trimmed with white dotted net lace. The front of the dress and sleeve cuffs are trimmed with self fabric bows. The dress has a side watch pocket and a side umbrella pocket. The back of the dress has a center back peplum. The back of the skirt is softly gathered into a small bustle effect. This style was worn just before the full bustle dresses of the later 1870’s. The dress is unlined and has a front hook and eye closure. It is being displayed over white under garments that are not included. Originally the dress was probably worn over blue under garments. The dress is in very good and sturdy condition. There is no underarm discoloration and no holes in the fabric. A beautiful display dress. Bust 32 Waist 26 Front skirt length 39 Back length 46.

I'm thinking around 1870/1871 for this one. It's still simple for a bustle dress but the V-neck was popular from about 1869-1872.
