This is a vintage 1920's flapper dress in delicate condition. It has beautiful beadwork and rhinestone (or paste) details throughout the dress. It has a number of rips and tears, the fabric is frail and thin especially with the weight of the beadwork. The length is 41" and the waist is around 28 to 29".
From Me:
I really think this is an overtunic based on the waistline. It just doesn't match with what we know about the 1920's - it's way too high.

I'm thinking something similar to this originally but the underdress (with sleeves) was lost over the years.
