Red Velvet Bodice from the Late Victorian Era

From the seller:

After measuring I believe this garment to be a size XS/S, but please check size chart to be sure. Made of velvet in burgundy with a cotton lining. Shoulders have red satin ribbon detailing. Corset laces front and back. Back lacing is missing, but could be easily replaced with more lacing or even ribbon.

Measurements~

Bust: 30 inches

Waist: 24 inches

Shoulder to Hemline: 15 inches

Underarm to Hemline: 9 inches

General condition is quite nice. Could be worn again once lacing is replaced.

My guess is this is from the bustle era and part of a fancy dress.  I'm not entirely sure and am always open to suggestions.
